David G. McGough, 54, "appeared disoriented, with tearing, bloodshot eyes and a flushed face" after his 2006 Chevy Cobalt rear-ended a 2015 Chrysler 300 on the bridge's lower level around 9:15 p.m. Thursday, the Port Authority's Joseph Pentangelo said.

He then " staggered and failed a field sobriety test" before the breath test, Pentangelo said.

Police arrested McGough on DWI and careless driving charges and towed his car to an inpound lot "due to significant front-end damage." The Chrysler was driven from the scene.

All involved refused medical attention, Pentangelo said.
